shanghai Municipal Informatization Commission is an organization in charge of the city’s national economic and social informatization work under direct leadership of Shanghai Municipal People’s Government. It is also an executive office of Shanghai’s National Economic and Social Informatization Leading Group.

1.       Implement the guidelines, policies, laws and regulations in respect of informatization work; research and draft local regulations and laws of informatization work; formulate and promulgate regulatory documents and policy for informatization work and promote their implementation; organize the coordination of such significant issues in informatization process as information security; and establish coordination mechanism for informatization work.

2.       Research and formulate development strategy of informatization, formulate medium and long term plans, special plans as well as annual plans for informatization work and exercise coordination, organization and supervision of such plans; set up informatization investigation and statistics system and cooperate with other relevant bodies in informatization statistics and information dissemination.

3.       Propose the overall scale of the fixed assets investment in Shanghai City as well as suggestions for annual investment plan; organize and coordinate significant informatiztion projects; offer suggestions to governing institutions on key informatization investment projects or the informatization investment projects funded by Municipal Government that require overall coordination and enjoy preferential policy; review and check informatization investment projects and submit them to the Ministry of Information Industry for approval; allocate the social funds in informatization investment; cooperate with relevant departments in organizing and administrating the progress of the state-invested informatization projects and other significant informatization projects; and ensure the coordination and allotment of  special funds for informatization projects.

4.       Organize, coordinate and direct the development of information resource, the application of information technology, e-government affair and e-business application and other applications of information technology in social and economic fields; coordinate and administrate the public shared information resource; and coordinate the information application that crosses departments, industries and fields. 

5.       Organize, coordinate and promote the development of smart card; organize, coordinate and guide the implementation of key smart card-based projects; undertake the preparation and dissemination of social security cards and administer and popularize their application; manage and popularize the non-bank cards and coordinate and promote their application; and organize, coordinate and promote the development of bankcard industry and popularize the multi-function of bankcards.

6.       Implement the state and local standard for information technology; cooperate with the relevant departments in formulating the standard of information technology for the Shanghai municipal   informatization work; undertake the responsibility of scientific research and administration of information industry of Shanghai city; participate in key information projects, accelerate the industrialization of scientific and technological advances, and absorb and draw upon the imported technology in an innovative way, guide the supervision and administration of the quality of electronic information products; and direct and promote IT   innovation mechanism in enterprises.

7.       Cooperate with relevant departments in formulating and implementing programs, plans and policies for such information industries as electronic IT product manufacturing, software industry and information service industry; direct the restructuring of product line, industry and enterprise and guide and facilitate the growth of information industry; participate in and coordinate the information projects that involve foreign investments and coordinate and facilitate the key IT projects; and cooperate with relevant departments in the administration of electronic military products production as required by Ministry of Information Industry.

8.       Program, coordinate and administer the information infrastructure in Shanghai City; organize, guide, and supervise the relevant departments in their planning of communication network, public communication network (wireless nor otherwise) and private information network; coordinate the events of great social public interests in the telecommunication market; and accelerate the exchange and cooperation among the service information networks that cross various departments and industries.

9.       Organize and coordinate the establishment of information security system; direct and coordinate information security; and exercise supervision and management of technology, equipment and products of information network.

10.   Organize, coordinate and guide the dissemination training and education of informatization, prediction and planning of the professionals of information industry; and ensure the cooperation and exchange in informatization area.

11.   Undertake the credit service administration and coordinate the development and sharing of the credit information resource; facilitate the establishment of an individual-oriented and enterprise-oriented social credit system that covers all the social fields.

12.   Organize and direct the construction of the social security and citizen information service system, undertake the construction, operation, maintenance and security of city-level exchange platform and basic shared databases and promote the information sharing among the member units included in the citizen information service system; accelerate informatization operation of the social affairs of individual citizens.

13.   Fulfill radio administration.

14.   Guide and direct the trade associations and intermediary agencies of information industry in their work.

15.   Keep in contact with and coordinate affairs with the informatization institutions in Shanghai City under the Central Government and relevant enterprises.

16.   Accept relevant administrative reviews and litigations.
